Nestled behind the Municipality Hall at the rear of the site, Kawan is the staff quarters with spaces for an office, a meeting room, and a lounge. Meant as an area for those who maintain the mangrove area, the function of Kawan ensures that maintenance is a key factor to the conservation of the site. Split into two masses, the overall structure is meant to resemble the wings of a bird. Other than natural ventilation, its windows do not have glass to consider the visual limitation of birds with reflective surfaces.
